South Dakota Democrat says he'll draft law to address pipeline breaches

Democratic South Dakota State Senator Jason Frerichs of Wilmot was part of a group getting an update on a pipeline that gushed diluted bitumen into a Marshall County ecosystem.
Frerichs says he still has questions about the leak, and preventing future ones. Frerichs says he will introduce bills in the next session of the legislature dealing with spill clean ups, and assessing future repair costs.
